Abstract:
According to Article 21 of the Emissions Trading Directive, Member States shall report annually to the European Commission on its application. All Member States have delivered reports for the second trading year (2006) and gaps from previous reports have been filled to a large extent.

Prepared by: European Environment Agency's Topic Centre for Air and Climate Change (ETC/ACC) compiled and summarised the national reports and provided major input to this report. The coordinating input from the ETC/ACC was provided by Jakob Graichen (Öko-Institut, DE). Martin Cames, Verena Graichen and Anke Herold (Öko-Institut) also contributed to the report.
