Cap adjustments in the EU-ETS according to Article 9a of the EU-ETS Directive

Abstract:
The paper focuses on the abatement potential of non CO2 gases from nitric acid, adipic acid and primary aluminium production that will be included in the EU-ETS from 2013 onwards. The aim of the paper is to inform the EEA, Member States and the European Commission about the abatement potential of these non-CO2 gases and to make recommendations for an adjustment of non-CO2 emissions data to be notified by Member States for the cap adjustment in the EU-ETS. The analysis shows that Member States could increase the cap of the EU-ETS by 5% to 20 % of the historic emissions from nitric acid, adipic acid and primary aluminium production reported in the inventories if the reduction potential is taken into account.
