Abstract:
This report presents road transport NOx emission calculations conducted by alternative methodologies and activity datasets. The objective of the report is to examine the effect of methodological changes and activity data on EU Member States’ efforts to meet the requirements of the EU National Emission Ceilings Directive (2001/81/EC). The report explains some of the reasons for the much higher road transport emissions reported by selected Member States, compared to what was foreseen when designing the emission ceilings. For the four Member States examined, the report decouples impacts of methodology changes (COPERT II to COPERT 4) and unforeseen development of total activity.
