Abstract
This paper reassesses the definition and proposes a more rigorous methodology for calculating potentials. It also demonstrates how the methodology can be applied to small-scale hydropower. It then goes on to provide a more in-depth review of methodologies used to assess hydropower potential, and the extent to which environmental constraints are accounted for. The effect of the Water Framework Directive is examined and the emergence of schemes that certify the environmental sustainability of
hydropower discussed.
