Exploring the ancillary benefits of the Kyoto Protocol for air pollution in Europe

Abstract
This report explores the potential ancillary benefits for air pollution - in terms of reductions in pollutant emissions and changes in control costs and environmental impacts - resulting from different ways of implementing the Kyoto climate change protocol in Europe. It is based on a comparison of three climate policy scenarios, which differ in their use of the Kyoto mechanisms, with a baseline scenario for 2010.
