The Exchange of Information (EoI) Council Decision 97/101/EC) ‘establishing a reciprocal exchange of information and data from networks and individual stations measuring ambient air pollution within the Member States’ was adopted by the European Council in 1997.
The annexes to the Decision have been amended by Commission Decision 2001/752/EC - and a Corrigendum to Decision 2001/752/EC - to adapt the list of pollutants covered to changes and requirements on additional information, validation and aggregation. EU Member States are bound to report under this decision and its amended Annexes.
National data submissions follow the Guidance report to the revised Annexes of Decision 97/101/EC.
The non-EU Member States, i.e. EEA Member and Cooperating Countries, EU potential candidate countries and EFTA states, either committed themselves to report to the EEA following this EU-legislation, or develop the appropriate measuring and reporting infrastructure following EEA's EuroAirnet programme critiria.
Each year, the EoI requires a large set of meta information and air quality measurement data to be delivered to the Commission before the 1st of October. Part of this information is mandatory and the other items are to be delivered to the Commission ‘to the extent possible’ and ‘as much information as feasible should be supplied’.
